Title:  Human Resources Officer 

Reports To: Executive Director

Location: Sarnia, ON

Position Type: Permanent Part-Time 

Hours of Work: 21 hours / week 

Office operation hours:  Mon - Fri 9 am-5 pm

Salary range per hour: $27.31- $36.34

The HR Officer reports directly to the Executive Director and is responsible for coordinating HR functions for its staff in accordance with the Centre's policies and procedures. 

SPECIFIC RESPONSIBILITIES:

  • To communicate with and provide support to the Management Team and staff in terms of HR administration, correspondence, Centre directives, policies, etc. 

  • Attend weekly Management meetings and provide HR updates. 

  • Maintain the personnel files, including notifying Managers when staff evaluations are due, and ensuring that the required documents are on file and accurate. 

  • Responsible for the yearly United Way campaign and fundraiser. 

  • Active member of the Joint Health & Safety Committee and ensure compliancy. 

  • Chair of the Staff Wellness Committee. 

  • Responsible for benefits administration (group benefits, pension, EAP) including reconciling monthly invoices.

  • Responsible for the hiring process, including preparing documentation for posting jobs online, gathering resumes, conducting reference checks, arranging interviews with clients, and at times part of the interview process.

  • Assist with recruitment, interviewing and selection. Prepare letters of offer and on-boarding packages. Follow up for the return of all documentation. 

  • Responsible for the completion of Payroll Enrollment forms, Payroll change forms and setup of new hires in Quadrant pay system. Maintain payroll adjustment sheet. Review bi-weekly payroll for accuracy. Complete payroll transactions in HRIS as necessary to maintain accurate personnel records. 

  • Monitor Employee contracts and prepare for renewal where appropriate and update in HRIS.

  • Review HR policies and make recommendations as necessary. Update in online program. 

  • Monitor changes to HR legislation, advise management of upcoming changes and amend or update policies and procedures. 

  • Attend staff meetings/Townhalls as required. 

  • Participate in professional development opportunities as required. This will be done within the financial restraint of the agency and in consultation with the Executive Director. 

  • Complete any additional duties not outlined above as deemed necessary by the Executive Director. 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Strong working knowledge of relevant legislation.

  • Strong communication and interpersonal skills.

  • Proficient in Microsoft Office programs, faxing software and database management.

  • Exceptional communication, interpersonal, and computer skills required. 

  • Adapt to rapidly changing priorities in a fast-paced, deadline-driven environment.

  • Strong problem-solving abilities. 

  • Able to work collaboratively. 

  • Able to plan, organize, and coordinate activities. 

  • Able to speak French as a second language is an asset.

MINIMUM QUALIFICATIONS:

  • Post-Secondary Diploma in Human Resources and at least three to five years of HR generalist experience or extensive related focus with validation. 

  • HRPA designation (or working towards) would be an asset.

  • Strong administrative and organizational skills are required.

  • The ability to obtain a satisfactory Criminal Reference check.
